It is proposed accordingly that
the Assistant Harbour Master, Kr

C. W. Beckwith, who
already conducts the examinations in navigation, should
take the place of the Naval Officer on the Board and
should receive the fee of $5. It is understood that similar
examinations at Singapore are conducted by the Assistant
Harbour Master with the assistance of one Master Fariner,
both receiving fees.
It is further proposed that the
Marine Surveyor, who does the work in connection with the
examinations for Engineers' Certificates,should take the
place and receive the fee of the Naval Engineer Officer,
who seldom attends sittings of the Board.
4.
If these proposals are approved,
it will be necessary to amend subsection 13 of Section 4
by the omission of the words "the Assistant Harbour
Master, the Marine Surveyor" in the first and second
lines.
5.
A further amendment required is
the provision in Section 39 subsection 15 of the Ordinance,
1906
as amended by Ordinance No. 16 of 1907, of a clause
requiring the branding of the licence number on a fishing
junk
